Right side brake light always on

Right side brake light always on
Just as title says, got pulled over for it so now i have to fix it. it works fine when the headlights are off but when i turn them on the right brake light is always on. Any ideas?

I'd check the bulb first. One of the most common causes is that someone stuck the wrong bulb in there (single-filament vs dual-filament).
Another reason could be corrosion (likely in PA).
A few questions, though:
1) Do both brake lights work fine without lights on?
2) Does the right brake light light up with parking lights on or only headlights on?
3) What happens when you hit the brake with the headlights on?
