taillights, reverse lights not working

Engine: 305ci 5.0L (TBI to carb)

taillights, reverse lights not working
I am not really sure what the problem is. The bulbs are completely intact, the filaments appear to be fine and not burned out. The brake lights, and rear turn signals work completely fine and without any problems. However, the tail lights and the reverse lights do not work at all. I'm not sure why, since I believe that the taillights and brake lights are actually the same bulb, just different filaments, and the brake lights are functioning correctly. Are the taillights and reverse lights on some different circuit? (All other lights work correctly as well, headlights, turn signals, etc). The vehicle is a 1989 IROC 305. Tail lights are on a different fuse/circuit than reverse lights which draw power from the turn signal fuse. So if your turn signals work, your reverse lights should be under power as well. I'd check the reverse switch on the transmission (on the T5, it's on the driver side, has two wires: blue and green - the blue wire has power with the key on).
For the tail lights: do the front park lamps work? If not, check the fuse. If you have no park lamps all around, it's either the fuse, light switch or wiring. I'd check it out in that order.
