That link is the bypass box. 3 wires and no more VATS issues.

Finally. Starter, coil, and relay were all dead. Now I'm getting spark and fuel.
But my battery is dead haha. As soon as I get a jump, I'm back on the road.
Also, I wish I was driving one of my carb'd camaro's. Unfortunately I go to school 200 miles away from where they're at, and one isn't street legal, the other gets about 5mpg.

guess what? i jumped the starter by using a screwdriver to link both starter terminals togther...
car started right up

It may not be the relay, it could be something else in the starter circuit. But atleast you narrowed it down quite a bit. The relay is probably the easiest thing to replace in the whole circuit though, and most auto parts stores will carry it in stock for $10-$15.

im thinking it might be the starter solenoid?
if jumping the starter works by linking the terminals, could that be a bad solenoid?

No, if it spins the solenoid is good. Youre just not getting power to it.

If you got it started by jumping the starter then its fine, so you have an issue with something before the starter solenoid. So it could be the wiring, the ignition switch in the column, or the relay.
