Headlights partially open

Car: 1991 Trans AM GTA
Engine: 305
Transmission: 700r4 (for now)
Headlights partially open

So my headlights don't open any more than 1/4 of fully open and I can hear the motors running for a few seconds after they are open or fully closed. I have to manually pull them open if i want to drive with them on. What is the cause of this issue ad how do I fix it? Also how do I fix the high beam switch so it works without having to put the steering wheel all the way down?

sounds like the motors need rebuilt or replaced. as far as the switch i let the electrical gurus chime in.
