vats delete tbi chip ?

lost the keys to 91 rs 5.0.i tried the resistor trick(didn't work).i 've done this on several cars before and it always worked but not this time.i got the ecm,vats module and key out of a wrecked 91 rs and measured the key and it was 2.36 so i tried another resistor this same value and it still didn't work.i measued the resistor before and after to verify it was right.i grounded the starter enable relay and it cranks but no start unless i spray starter fluid in it.some sites say you can't get a new/burned prom with a tbi but i thought someone on this board did burn them from tbi cars.i would just like to delete the function by a prom chip if possible.thanks

You can buy a VATS delete module from ebay or Painless (as well as others) for about $50 that bypasses the VATS system both at the relay and at the ECM - would be the cheapest easiest thing to do. Make sure you get one that does both ECM frequencies (I think it's 30Hz and 50Hz) and can be switched between the two.

It's really simple to burn a VATS delete prom. You can buy all the stuff to do it for like $120 or so including the chip and chip adapter. If you are inclined to do so this is a good time to learn a little about tuning.

Or have Tuned Performance burn you a chip.
