If the parking lamps illuminate, your problem is a bad connection FROM the switch internals where the connection is made to the potentiometer TO the input side of the aforementioned fuse.
Using a voltmeter or test light (the type for testing for voltage, not a continuity tester) probe the green wire at the headlight switch when the parking lights are on.
Is there power there?

So I found out I'm an idiot and missed the gray "illumination" wire that was stripped and sitting off to the side in my radio pod for some reason. What could that've shorted out?...

For example, a broken or disconnected wire.

Does the gray illumination wire HAVE to be connected for the dash lights to work? My pioneer doesn't have an illumination wire
