Headlights wont work Low or High beams

So one day i noticed that my headlights were out and thought the bulbs were just blown so i bought all new bulbs and no lights. I just replaced my dimmer switch and turn signal switch and still no hi or lo beams i'm stuck i have been trying to figure this out for about a week now and cant seem to correct it had a friend look at it and he thinks it's a short in the steering column. And oh yeah my RPM gauge go wild when i use turns or wipers everything else work fine just headlights wont work

Instead of replacing random parts that might not be faulty at all, might I recommend to pull out a test light and actually find out which part is broken?
This diagram will help you with the troubleshooting to see which wires to check: http://www.austinthirdgen.org/mkport...headlights.jpg
