No VATS Light at all

Transmission: T700R4
Axle/Gears: 3.45
No VATS Light at all

OK guys, another VATS issue, but I'm guessing from my searches this one is out of the norm. Turn the ignition to ON and the VATS light does not come on at all, even the 3 sec test, I also have code 46, and surprise surprise the car won't start.

Both 12 volt voltages at the module are there and the earths check out.

Ideas, other than a VATS module.

It was the key circuit. If its not closed (Ignition lock stuffed) you get no "Security" light at all, and obviously the car won't start.

Usually is.
Measure your key pellet resistance , go to Jaycar and buy some resistors and do the VATS bypass
