It's an auto-dimming mirror. It automatically darkens when the idiot behind you won't turn off his high-beams. Instead of having to reach up and flip the little lever on standard mirrors.

It's an auto-dimming mirror but it does not darken.
The mirror portion just flips up automatically like an old school day/night mirror when it senses a difference in light intensity between the front and rear.

They tend to fail because the belts wear and/or get full of grease.
It's triggered by a difference between the front and rear light sensors while the dial adjusts the sensitivity.

My 86 TA had one of those. Took me a month or so to realize the mirror was actually moving and not just flopping around.
