Car: 1990 RS Camaro
Engine: 305 TBI
Transmission: 700r4
Vats issue trying to diagnose

My vats is acting up it’s always acted up and then gone away. I just moved back to nc from Las Vegas this year so this is my first real winter. Since it has gotten cold out my vats will activate I used to turn the key to the off position then let it sit for 3 to 5 minutes then it would start. Now that it’s gotten down to the 30’s I have to do this process three times to get the car to start. This doesn’t seem like a typical vats malfunction and before I buy a bypass box or anything I want to see if anyone has had a similar issue and may have some information on what could be causing this.
