Brake Light stuck on with headlights

I have a 1983 Camaro sport coupe (v6) and Im having an issue where it seems the brake lights are on with the headlights. They work fine with the headlights off, but when the headlights are on, the brake light seems to be on in the place of the tail light, and the tail light comes on with use of the brake pedal, though not actually getting visibly brighter to other drivers as the brake light is already on, and the tail lights are designed to be dimmer. Is it possible for the bulb to be in backwards, considering they have offset pins, or is there a wiring issue here?

I have included a picture of the rear end of the car in the dark with the headlights on, brakes not engaged.

Somebody must have crammed the bulb in backwards. There should be two pins on the bulb but they are offset, on higher than the other. With the bulb out you can see which way it should go in. You will have to remove the rear plastic piece to gain access to the big black plastic nuts the hold the taillight assemblies in to remove them and check them out. Have fun!
Ort it may be the wrong bulb entirely...
