Gas Gauge always reading empty

Car: 1989 Camaro RS Convertible
Engine: 5.0
Transmission: 700R4
Gas Gauge always reading empty
I've seen the threads about gas gauges always reading full. But mine always reads empty. I'm wondering if it is my gauge itself, or if it is the wiring, or the unit in the tank. Any advice on how to diagnose would be appreciated!
