91 RS running lights wont turn off even with key off and switch?

91 RS running lights wont turn off even with key off and switch?

Ok I could use some help troubleshooting ...my running lights stay on all the time even with lights switch pushed in and key off ? I did research the forums I did find one about possibly a stereo wire brown and yellow mistakingly wired together but I thought that might not be the issue as I installed my console and radio recently but I remembered when I first tried the stereo out didn't have the problem it seemed to pop up after I removed one side of the tail light housing and replace with new bulbs as some were burnt out and broken after the paint job was done , one day I just noticed one of the headlights was on when I connected the battery other side was off because I had the burnt bulbs removed . I just replaced all the bulbs and they all work fine now but like I said they stay on? Sorry if this got very wordy just trying to give the best explanation I can and just trying to get some ideas what to look for thanks!

With the headlight switch in the OFF position, use a meter to see if there is power on the brown wire at the switch.

If yes, disconnect that wire.

Now, is there still power on that wire?
