Somebody HAS to know the fix for these windshiled wipers

So I am having the problem where my windshield wipers only move up and down two inches. I have tried multiple wiper motor units, replaced the wiper/turn signal switch, checked the wiper arm linkages, jostled the wires...literally nothing seems to solve this problem. What am I missing here?

I have a 1991 Firebird, the steering column is from a 4th gen(99?), turn signals work, wipers only start on "high" speed setting and even then only move 2 inches. All of the wires appear to be intact and connectors fully seated. Some PLEASE help me solve this issue. I feel like I've tried everything but nothing seems to work. Is aftermarket/offbrand wiper motor I can use? I searched the forums but any answers I found are vague and still don't help. Even youtube is leaving me high and dry here.

Man...anyway, please and thank you in advance guys.

If I had to guess, my guess would be that the 1999 switch won't work with the 1991 wiper motor. If you are actually using a 1991 switch in the 1999 column, then I have no idea other than checking all of the wiring, including the ground connection. In a normal, 100% factory stock wiper system, the problem you describe is usually found to be the circuit board in the wiper motor.....

Well, first things first, what have you tried? Tested that the switch is good with a multimeter? Tested that the wiring is good with a multimeter. Probed the signals coming from the module? There's procedures in the service manual for going through and verifying that each part is working as expected.

if they are moving two inches and then back down, they're continually parking.

is the motor shaft making full revolutions?
