1992 Camaro RS 5.0 Won't start or crank after just driving

Im currently having issues where my starter is not engaging. The problem first started after going on a 30 minute drive with Zero issues until I put the car in park and turned it off. Now the car won't start, the only thing that happens when I turn the key is the fuel pump priming and gauge cluster lighting up. Whenever I insert the key and turn it the fuel pump primes and when I fully turn the key everything is quiet, there's no tick, hum, or any noise I can hear.

LIST OF THINGS I'VE TRIED
*Replacing the starter with a brand new one, tested the new starter before installing it and made sure all the wiring was hooked up correctly.
*I tried using my second key
*I tried to bypass the VATS (Vehicle anti theft system) by cutting the wires going from my ignition and replacing it with a resistor the same resistance as my key which didn't work
* I also tried replacing my starter relay which didn't work
And I tried to bypass the starter relay and got nothing
*And I've checked all the fuses and connections that I could easily get to for any damage and still haven't found anything

if anyone has any idea what the problem could be I'd be extremely grateful.

Neutral safety switch? Cycle the range selector back and forth rapidly a few times and try cranking it, also see if it'll crank in neutral. If you're brave you can also bump the key in reverse or any of the forward gears while firmly holding the brake.
