how hard is this and how much am i looking at spending?

It all depends on what you want. It can be hard if you don't know what you are doing. If you are new to engine swaps, GET A V8 DONOR CAR. If you know what you are doing and what all is involved, then go to a junkyard and buy a COMPLETE L98 setup. Basics you will need:

L98 (obviously)
V8 transmission (V6 version will NOT bolt up)
V8 Fuel pump
V8 Motor mounts
L98 Engine wiring harness.
7730 ECM and PROM (your 3.1 already has the 7730 ECM, but not the right PROM)

You are looking at anywhere from $1k to 2k to do this right, buying all the parts. If you can find a wrecked donor car with a L98 in it for a few hundred, BUY IT.
