383 stroker kit yes or no?
In a properly built performance motor you should be able to achieve 1hp/cubic inch all day long with a fairly mild buildup , so thats 30 extra peak ponies! If that sounds exciting dont forget how much fatter your TQ will be through the whole RPM range. If your still on the fence think about the above mentioned numbers getting even bigger as the combo gets more wild.

What do you mean by "rebuilding" your 350? Rebuild as in new internals or as in actual mods like heads, roller rockers, cam, pistons, etc? Either way, the 383 will be more torquey and will have much better potential for future tuning.

I want to keep TPI set up. I was thinking of 383 with lt4 hot cam kit, Fast burn heads or Edelbrock E-tec 170 with SDPC TPI Vortec Baseplate, high flow runners and 52mm TB or for the cost should I just buy and slap in a crate. I would like to be in the 350 to 400hp summer driver. Thanks for any info and is anyone running a set up like I mentioned?

When i had my heart set on a 383 i had the same tough decision, crate motor, or do it myself. If I did it myself, I could build it for a lot cheaper (meaning self installed too). But since I am at school it would take years. So I am thinking about just an LT1 swap now. They go for like $2000 on ebay now.

In my opinion, it is more rewarding to do it yourself. Provided you have the tools and know how to pull, dissassmble it, put it back together, and then reinstall it. Getting high quality machine work will make your engine last longer if it is assembled correctly. If you have the time and are willing, I say do the engine work yourself...
