short block vs. long block vs. complete?
what is the difference between a short block, and long block, and a complete motor? what is included in each?

Short block is a block with rotating assembly (pistons/rods/crank) and camshaft
Long block is a short block with cilynder heads (some with the Intake)
Complete is the long block with injection, and accessories.

that doesnt mean that companies couldnt do what they wanted

A shortblock typically does not include the cam. Hard to keep those lifter in without heads, rockers, pushrods (factory roller excepted).
Longblock typically includes tin but no manifolds. Sometimes includes balancer & flexplate, sometimes water pump, usually not, though.
But, these really are terms defined more by the user than by convention. So, make sure you know what you're paying for before handing over the plastic.
