I'm not entirely sure, but I think a late 90's truck vortec might be a different animal altogether. If that is the case, you're in for a very expensive and time consuming swap. For instance, the LQ9 block from a late model truck is basically a cast iron LS1--so it would be like swapping in an LS1. Great for performance, but not great for your budget (you can't re-use anything from your stock engine). Do a search on it, I know I've read articles about late model Silverado/Tahoe/Suburban vortec swaps.
You might want to think about upgrading to a 350 SBC and throwing some vortec heads on it. Dyno Don runs 12's with that setup and still gets 25mpg. You get to keep your computer and TPI that way, too. That's the route I plan to take this summer

Late 90's Vortec truck V8's were of the Gen I type.
The LT4 Hot Cam would have too much lift for stock, unmodified Vortec heads.

This takes care of the engine and base:

You still need runners and TB. Your headers should be okay.
Or, you can build it yourself. As already noted, the Hot Cam will require head upgrades - the crate has it.
Building it will probably end up costing about the same as the crate, though.
