I think what they are talking about is the valve lift. The zz4 cam has more lift than the stock heads can take. I don't know how close it is with that cam but you definitely need better than stock vortec springs, and normally the valve guides have to machined down so the retainers dont hit the seals. I don't think the stock vortecs can take more than .480" valve lift.

exactly^, a good cam can be wasted if you don't have the spring lift to accommodate it. Most people don't bother with rebuilding there heads, though some get the CNC ported and polished with new bigger valves and springs. some RR arms (roller rocker) with a 1.6 ratio would do you good as well. So you can rebuild them yourself, or by some bolt on heads from AFR, or Dart, or Lingenfelter, or other good brands. but its recommended to get more spring lift. troubles? nothing really technical, except that you would be wasting power. and it might be hard on your factory springs

Springs aren't enough unless you use offset retainers. The issue is the valve guide sticks up so high on stock Vortecs that the retainer will hit the top of the guide with as little as .440" valve opening (reports vary from .440" to .480"). The ZZ4 cam has .510" lift on the exhaust - bent pushrod city.
Remember you need at least .06" more valve travel than valve lift for a proper cushion.
You should be able to pass emissions. What year/type is the TPI you have?
