What is the best way to clean an engine block?

Where can i find heat resistant paint to paint my clean engine block?

The best way? Steam clean it of course.

In the backyard though, easy-off works good and so does Castrol Super-clean.

Dupli-Color has heat resistant paint in a can "with ceramic" got it at Wal-Mart. Still looks good 2 years later.
