To really answer your questions, we'd need to know more about the cam, piston type (dished, flat top, cast, forged, hypereutectic, etc.), induction type (TPI, TBI, CC carb, etc.), year model of your car, exhaust system, and intended usage (assume street, because you mention emissions).
Check out the magazine articles on this board for the two written by Steve Green with titles to the effect of "Stroke in the Desert". He built a 383 with CC carb and passed Las Vegas emissions with it. He went with 3.73 gears & posi in his otherwise stock 10-bolt.
World Products Sportsman II heads are a less expensive alternative to the heads he used.

I live in california and I too have to worry about the smog laws. Ive been fixing up my iroc and looking at this stuff extensively for a while now. There are a ton of factors that go into deciding whats the best combo to use, but heres the combo that I am going to try to go with:
Heads- AFR190's
Intake-TPIS Big mouth base and Accel SuperRam
TB- Any good 52mm TB with airfoil
Headers-SLP 13/4 to go with good catback
I would like to go with a miniram, but I have to stay legal so the superram seems to be the next best choice. You will also need to have the cam to match , but this combo should work ok with your stock gears.
I hope this helps.
