Welcome aboard thirdgen.org.
The block is a decent one. 1-piece rear main seal, usually good casting and machining quality. Do you know if it has roller lifters?
Are you sure about the head casting #? 14102193 is listed, but not 14102183. The 14102193 are the common TBI swirl port heads, which are fine for "stock" builds, yielding decent economy and power, but are not good enough to consider for any type of a performance build. Since you're talking about a carb build (which isn't street legal in the U.S. for '88 model year cars), I have yet to be shown a deal to beat this one for a mild street/performance build http://sdparts.com/details/scoggin-d...ter/sd8060raag . If you're talking about a track-only race car, then the recommendation would be different.
Since you asked about a Y-pipe, I'll assume this is a street car. The best off-the-shelf headers and Y-pipe out there is the Hooker 2055HKR. Shortie headers, 1-5/8" primary tubes, 3" Y-pipe. Works fine for 400 HP builds. They may seem pricey, but they will maintain good ground clearance, and anything that performs as well will either kill ground clearance, and/or cost you more by the time you get it all hooked up.
Cam - lots of choices there. People seem to make good power with the Comp Cams XFI series cams. Choose one in the 280 advertised duration range, below the .575" lift capability of the head kit linked above, and you'll love the throttle response and power.
