I have an 89 Rs with a carb on the 305
I just got a used 350 block for free. However, it needs a total rebuilt. I was wondering what I should do to get the most out of this motor. I looking to spend under $3,000.
I was thinking about a 383 stroker kit.

It sounds like a lot of money, but be careful - it really isn't.
If you don't have things like the exhaust upgraded, you should take that money off the top - which subtracts from what you can spend on the engine. Heads are a very important power decider, so spending money on them will subtract from what you can spend on the block. A stroker will require special flexplate and harmonic damper, and likely a different starter; extra machining (unless you do the clearancing yourself), which will all subtract from what you can spend on things like forged internals, cam, etc.
What induction are you going to use? Is your ignition up to snuff?
With more power, you'll want subframe connectors. If you have a high duration cam, you'll want a higher stall converter.
No matter what you do, you'll want to save some for incidentals like hoses, belts, gaskets, antifreeze, etc., etc., etc.
$3000 isn't a lot of money if that's all you have for the entire project. If it's just for the engine, and you have other money for the other things, then that's a different story.

$3000 is plenty to build a sweet 383, mine cost about $2700 and I bought everything except the block and heads new. First thing is don't spend $800-$1400 on a set of heads that you don't really need. Stock heads that are ported will work fine if you take the time to work them over, you can always upgrade later if you want to, I don't. You can buy an Eagle stroker kit from Jeg's for about $1200 and it comes with everything but gaskets and it is all steel and balanced with flexplate and balancer included also. Bore the block $80-$120. Work the heads you have for around $130-$175, buy an intake and do your exhaust for sure. Right now I have about $4000 dollars in my car and I have rebuilt and upgraded all major components, tranny, rearend, engine. I don't have headers yet, but they are coming.

Hell, if the 305 works fine... take your time and build it the way you want it. At least the car moves now, so you're not pressured to get your engine done right away.
I'm going the 383 stroker route with my spare 350 block also, but my stock 350 runs fine right now, so I'm not in a hurry. That way I can put in forged internals, get some good heads, etc... Just takes time and a little OT at work.

Here is a good deal on a 383 kit http://www.enginekits.com/383stroker.html . $669 with a new balancer and flexplate, balanced, new crank, etc. Just my input. If I do a 383, this is where I am getting my kit.
