Custom exhaust or full on cat-back?

Replacing the exhaust on my '91 RS V8.

I've gotten recommendations on cat-backs. But is there any HP difference in say, a Borla and a Dynomax?

So for custom exhaust, what do you recommend? And what kind of Cat do you recommend? I want something decent, but not top of the line (ie: Random Tech)

I want to keep the price as low as possible. And i don't want sdomething loud and obnoxious (sp?). I was thinking of a Borla 3" single in/out with a new cat. Where can i find good prices for borla? Any other recommendations?

Keep in mind im in CA for emissions. My main concern is whether or not there is a big HP difference between brands. I'd prefer dual exhaust, but whatever's better....

And would 3" tubing make a big HP difference over my stock size? And how about noise, is the single outlet significantly louder than dual? (noise is bad)

Cheapest prices I have seen are in Summit. They have free shipping too, all u have to pay is a 6.95 handling charge and thats it. No matter how big it is it will always be 6.95. On the cat issue, I know cataco sells cheap Hi-Flow Cat's for like 60-70 bucks I think? Thats pretty cheap compared to Random Tech and Dynomax.

3" tubing would make TONS more hp/tq then the stock exaust on our cars. Noise would be louder but not ridiculous and I am not sure about the single outlet or dual outlet for sound, but with a performance exaust and for looks I would deffinetly want a dual outlet. Looks alot better than the single outlet.
