What's that metal pipe on my new cat for?
I just got a new 3" Random Tech cat for my IROC this week.
I know nothing about cats, so I have some dumb questions:
What is the metal piping on the body of the cat supposed to he hooked up to? What is the purpose of it? Is it necessary to be able to pass emmissions tests?
The existing cat also has this metal pipe, but it about 2 inches long and has been crimped shut by a previous owner.

It's for connecting to the smog pump. I don't think your camaro has a smog pump that connects to the converter (or one at all). Just close it off if that is the case. The purpose is to heat up the converter when it is cold so it can start reducing emissions quickly. It also supplies O2 to help burn unburned gasses

All thirdgens have that tube, it goes from the air pump (smog pump) to the cat, and yes its necessary to pass the smog check. If they check for a cat and see its not hooked up they'll probably fail you.
