What's better...

Hey guys, I was just gonna redo my entire exhaust system, car's off the road so why not add some things in while I'm at it, and I was thinking a 2.5 inch true dual setup with shorty headers, I want long tube but can't afford it and I hear that shorty's actually make better power at high RPMs, I wanted to lengthen the collector though (any way to do that?) and dynomax mufflers with a cat per pipe, I think I'd be required to do that, I'd prefer no cats, but don't think that is possible to meet emissions req, and an H pipe. Anyway I was wondering between a 2.5 inch and a 3 inch setup, so I was wondering, what is more important for creating high torque in an exhaust system, the volume of the exhaust flow or the velcoity at which the exhaust leaves the system? Also keep in mind that although I was proly gonna rebuild the 350 and make it into a 383 and give it a bigger cam do the roller rockers, give it a lot of exhaust and intake valve lift, but no real plans on supercharging or any forced induction yet. I also wanted the get the most torue at around 4k rpms, I'm not looking for a high revving track car, I'm looking mroe for a street car with an occasionaly road warrior job, but I'm def going with the shorty headers even though the long tubes would be much better, I just can't seem to find any long tubes out there that I think are really worth the price, if anyone has found any I'd they're free to let me know...
