Getting any codes? Have you had someone hook a scanner up to it while it's running to see what's going on?
If not, get that done before you spend any more money throwing parts at it.

Twin_Turbo is correct.
A cat gets somewhat warmer then normal if the engine runs lean.
It gets significantly warmer when unspent fuel gets into the cat.
Take out sparkplugs and see if maybe one cylinder isn´t firing. Should be the easiest to start with and could very well be the cause.
Since you explain that you changed cat twice, the cat was good.
I do not expect the problem to be caused there.
If fuel got into the cat, it´s very well possible that after you find and fix your issue you´ll have to swap the cat again though.

my thought is your converter internally gave pushing all the stuff from inside your converter into the exhaust and now is pluging your exhaust more then likely in the muffler cut the muffler off just in front of it then start the car see what happens if it runs good again change the mufflerrepost if no change we will go from there tie up the exhaust so you can go for a ride if you get pulled over for load exhaust explain to him the problem unless he is a complette d--- h--- he will be good with that sketter
