this is part of your smog system. i beleive it is a check valve or something. i am not sure how to fix this to stock, and to keep from getting a lot of heck for recomending you remove emmisions equipment, i am simply going to say that how i would fix it is to ditch the smog system altogether. this is not an option if you live in an area that requires emissions testing. you may see higher exhaust emissions. now that being said if you still want to remove the system you will need to bock off all the vacuum lines going to it and you will need bolts to go in the smog pump ports on the exhaust manifold. i believe the size is an m10 metric bolt but you should double check that.
if you were to fix the smog system you will probably need to replace most everything as if the system is open and the vehicle sits for a while water will collect in the pump and other nooks and crannies, if this happens it can lock up the pump. luckily if this is on a v belt car the worst that happens is it burns up a belt that is only used for the smog pump. but a serpentine belt car will run into more problems.

To fix it, you get the smog valve off a donor car and bolt it on. That style was only used on the early cars, like maybe up until about ~85 or 86. Pretty sure I had that style valve on my 83.

Thanks! When I get the time I will just remove the sinfully ugly smog system (In NC a car as old as my 86' IROC-Z do not require emissions inspections).
