sounds like an older 350. Earliest year I found was 1968 and latest year 1976. I don't know about the other questions but do a search on google.com, there's good info out there.

Block #3970014. Add 1970, 1971 Camaro, early 1973 Corvette applications. Additions to Notes: Block cast and assembled at Tonawanda Engine Plant; 2 documented Tonawanda-built blocks were installed in Los Angeles-built Camaros; some late 1972 and early 1973 Corvettes were equipped with this block.

That's not an "engine code", it's a block casting number. All it tells you is what block it is.
Very common block all through the 70s... I had a 78 Z28 POS 350 with one, and a 79 Z28 also. I've seen them in junkyards n trucks, Impalas with 2-barrels, etc. etc. etc. It's a regular, normal, average, typical 70s 350 block, made by the million, nothing special one way or another.
Blocks are not "low-compression". Piston - head combos are. You can't determine compression ratio from a block casting alone.
Yes your flywheel will bolt up to a crank that will also install in that block.
Any number of head castings were used on it. If you have an entire factory motor built out of that block, the single mostly likely combo using it has a 442 casting crank, and 882 casting heads. Throw the heads away. They're one of the main causes of 170 HP 350s that got 13 mpg in the 70s.

i guess what he is thinking is it worth it to build up this block and swap it into his car.
my buddy is doing something similar with his 86 TA.
about this time last year all he had was a block. no heads, pistons, crank...nothing. he is doing everything right and hopefully when he plugs it into his car sometime this year it will do wonders over his 305TBI.
i'm going to ask him some questions on how much hp/torque he thinks he is going to get out of it.

yah sorry i guess i was in a hurry when i posted this and said engine code instead of casting #
i plan on building up a 383 stroker and the heads are casting # 882 there have 76cc chambers and the stroker kit im gonna get says that will still put out 9.5:1 compression.....i just hope they are at least 1.94/1.50 valves....if not then my machine shop guy said he will give me a set of his that he has.......

you can call up summit racings tech line and give them the casting #'s and they can tell what year and size motor it is right over the phone. give them the one on the back of the motor and the one on the front of the motor. i had to do that when i rebuilt a motor for my 79 camaro. bought a motor as a 350 but it turned out to be a 307 with the #'s i gave them.
