Can anyone explain this roof antenna?

I have this on my car.
I have no idea how it got there or if it is factory or not.
I have never seen another car with it.
There is usually an antenna on it but I took it off because it interferes with me putting the cover on it.
Here it is

EXTREME CLOSE UP =)

Ah yes, the cell phone antenna. Remember the late 80's, early 90's? Cell phones aka "Car phones" came in two varieties, the huge "bag" phones, and the "car" phone that had a mount screwed into the car and the funny antenna on an outside surface...
Since our cars were in their hayday during this time period they frequently had the "car" phone variety installed. The antenna's are typically easy to remove, but repairing screw holes and diced wiring is a bit of a challenge. Kinda like undoing someones botched dream stereo, or CB radio installation.

No, its not... if you're lucky it might be taped on, but I'm gonna guess from the looks of it that its screw'd to the body. If its taped on, you should be able to carefully cut the tape with a razor blade, then use lighter fluid to desolve the goo. If its screwed in, you could remove it then run the screws back in the holes, or have a body shop weld them and then repaint that section.

I'm not sure how it is attached, but it looks old, because it spins around freely (looks terrible)
I couldn't be sure how much it would cost for it to be removed and a new piece welded in and repainted....any ideas?

Best suggestion I can make is to closely examine the base, and see if you can see doublesided tape between the antenna mount and the body. If you can, cut it with a razor blade and it should come off easily. Its its screwed in, you're on your own.

It could just be a fake, a simulated antenna to make the previous owner look rich. As an added benefit, thieves will break into your car to steal a car phone that you don't have.

Even if it is a real antenna, you can get a rubber plug for the hole. Stop by a dealer that sells used police cars; they're bound to have some plugs lying around.
