All Formulas were WS6 cars. There's plenty of Formula 350's out there and it seems that most of them were fairly well loaded. There's nothing rare about it at all.

Re: How rare could this combo be?
There were 3 option levels for each year, most Formula's that I have looked at appear to have Power Windows & Locks, Cruise etc. It seems the creature comforts are really popular. I have seen one Formula 350 locally without ANY options but a Cassette Radio and power antenna. AC delete etc...
The Formula was marketed as a no frills PERFORMANCE Firebird. Much like the GTO of the 60's. You could still get several options, but not as many as the bulkier GTA or Trans Am.
A Hard top 350 in 1989 was probably the only year that it was probably less common than a T-top 350 car as the T-tops with a 350 was really only available in any kind of quantity in 1989.
If it is a nice clean car for a reasonable price then I say go for it if you really want it.
I love my Formulas, they handle GREAT, even magazine articles from the day say they handle better than a GTA or TA and ride better than the IROC...
