The 8th digit of your VIN is an F, which would denote the engine as the 5.0 TPI LB9 V8. Since I don't think there was a Z28 in 1989, and I'm pretty sure you couldn't have gotten a TPI in a base model Camaro, I'd say this car probably really IS an IROC, just based on the VIN.

I agree. In many cases, the VIN will not confirm if a car's an IROCZ. This is not that case, and yes she's an IROCZ.

Have you asked if the car is registered under the California Nonoperative Vehicle code?
If it has, then there are no back fees and penalties.

In California there is a one time fee of $18.00 to file for a Planned Non-Operation (PNO). If you do not file for the PNO and do not pay your registration for a number of years, you are liable for the prior years of registration for nonpayment and late fees when you decide to finally register your vehicle.
From the CA DMV Website:
Planned Non-Operation (PNO)
What if I don't plan to drive my vehicle? Do I have to pay my renewal?
If you plan to store and not operate your vehicle during the next renewal year, you may apply for the Planned Non-Operation (PNO) option online. There is a filing fee for the PNO.
The PNO filing fee may be paid up to 60 days prior to the expiration date without late fees. If you file up to 90 days after the expiration date, you will be liable for late fees on the full registration amount.
If at any time the vehicle is operated or parked where it may be subject to citation, then full registration fees and penalties for that year become due.
The following is from:
CA Non Operation Information
BUYER BEWARE!
If you purchase a vehicle, you will be responsible for past due fees and penalties when you transfer the title into your name, unless:
* Registration is current.
* A planned non-operational status is on file with the DMV. Fees must be paid before operation to avoid penalties.
