1991 350 B4C Worth?
I'm going to go look at this locally here on Friday. 64k miles, it has some surface rust in the pictures. I plan on looking at the trouble areas for any major cancer but it looks original and the rest def looks clean from the pictures..
Asking is 10k which I think is a bit high but I know these cars seem to be going up in value.
Thoughts?

I like it no power options i think its worth it imo with the miles definitely address the rust right away check driver side floor pan up front near the rocker thats were i seen most rust out.i always poke around with a screw driver might look like surface rust but u probably find holes.

It's only 30 mins or so from me so hoping it works out and part of my first phase is to get everything fixed and work on the rust that's there.

I have two 350 auto b4c's fortunately one came from texas and the other i got in Kentucky and there not bad but even a little rust isn't bad imo these cars r getting older how many of the 60s or 70s camaro out r rust free or hasn't had some sheet metal work not to many.

The rust would kill most of the collector value, in my opinion. A couple specs of orange could be considered surface rust, a flash of rust over bare metal is surface rust. That looks like pitting, and much of the original sealer has been compromised. Check all the seams carefully, I'm betting you'll find some holes if you look hard enough.
Being a 91 B4C, I'd also look to see if it has the 1LE brakes. IIRC the majority have the standard iron calipers in front. Aside from the front brakes, the only significance of being a 1LE is that it's mechanically a well equipped Z28 under RS clothes. I'm not sure that boosts the value enough to make up for the rust. If it saw service, it's got the 'cop car' cred, but then that just means it was used hard in a fleet.
Mixed bag with lots of pros and cons, I'd try to shave a few grand off the price or hold out for something that isn't going to need rust remediation. At the very least, I'd want to POR15 those floor pans to slow the rust, and honestly I'd just rather buy a car that doesn't need it.

Thanks for the thoughts guys. I already planned on working the price down no doubt.
It's a retired Indiana car so it did see service. I'm going in hopeful but I wouldn't be surprised if I did find some holes.. The floorboard looks like it's seen better days that's for sure.

Inspect it carefully around the jacking points. You can see the rear jacking ear is mangled, and from the fender/door gap, I'll bet the fenders are bowed out a bit from being lifted under the pinch welds. It's easy enough to bend the metal back (usually) but when it was bent, it's likely the paint cracked and may have flaked off. Plus you get a surface where moisture and road salt, debris, etc collect, and then you get concentrated rust on compromised steel.
Service history isn't necessarily a bad thing. Some cars were used sparsely. Sometimes you'll see a 9C1, B4C, SSP, whatever that was the Chief's pride and joy, or a small town Sheriff's weekend car, or an undercover car... Other times they're the highway patrol whipping mule, that's been Duke Boy'd across medians and flown through the air between whippin' shitties on dirt roads.

So I'm silly, I totally misread that it's a 160k miles. Def high on the price now. Must of mixed it up with a lot of other cars I was looking at recently.

If you could get him down to around 7, and the rust isn't that bad, or you're comfortable with potentially burning in some new floor pans, it might not be so bad. That's assuming the rest of the car looks good, no major mechanical issues, etc. High mileage could just be the result of a lot of time on the highway patrolling. As always, buy the true condition, not the odometer.

I passed on it, sounds like 9k was his lowest. Floorboards probably should be replaced on it. The paint job was not done well. I could see spots where they painted over some potential rust areas and they didn't fill in any of the small dents etc.
The car did run really well at least.

Sounds like they wanted way too much for the condition of the car. The cost to replace the floorpans and fix any body damage, then repaint will cost more than it's probably worth with the miles on it. Good choice to pass on it.
