They have 6 little plastic clips in the back, they just pull out.

Can I access it by removing the dash pad or do I have to go from underneath the dash?

No nothing needs to be removed, just pull your old one straight off they come out pretty easy.

if its just loose then what i did was just pull the string tight and hot glued it (on the back) works great and looks good

I used two small squares of velcro with adhesive backing on each side. Worked great and looks like new.
