The one on the dash? It just has plastic tabs on the back that pop into the dash hull. There's no reason to remove it, there's nothing behind it except the dash hull. The tabs are kind of like door panel clips, so they usually don't grab as well after they've been pulled out.
If you're talking about the door mounted cup holder/map pockets, they've got three torx screws, one hidden under a trim cap. Carefully pry at the sides of the cap and it'll pop out, then remove the screws.

I was want to remove the one on the dash so I could fix it it seems to be sagging and wont stay closed. Unless I could find a new one somewhere for a stock 91 firebird.

The elastic tends to lose it's "stretch" after a few years, especially if the pocket is actually used for anything. The 91 style pocket is open across the top too, so the weight of the pocket itself pulls them open.
I haven't looked at one really closely, but you might be able to cut the stitching, remove the old elastic and stitch in a new piece on either side. You'd have to look and see if the elastic is exposed. It might be better to let an upholstery shop do the job.
