That's non-factory. Only the owner can tell you what's wired to it. Find out about the wires hanging down near the fuse box as well.

Looks like a non-air bag steering wheel. I'd look the car over very carefully.

Does it have any power coming to it, checked with volt meter? Any other mods done to car as far as HP application mods, could be an odd position for old trans break or line lock..

Looks are deceiving, of course, but from the single pic, the car appears to be well used and dirty. I'd search for any clipped wiring, under dash and/or under hood, which might lead to serious electrical issues.
I'd make sure that every feature on the car functions as designed--lights, inside and out, gauges, brakes and parking brake, exhaust, engine-so that you know what you're getting into (as well as the possible cost to repair problems if you're so inclined). How's the front end steering components? Struts, shocks, tires?
Thoroughly inspect the car for rust, sidewise, upside and down, that might be the cause of serious issues. Check fluids and their color.
Check the vin to verify that the car is what the owner says it is. Ask plenty of questions of the owner. Receipts for repairs, maintenance, and so on.
And, of course, you can always take the car to a mechanic and have him give the car a peek. The car's 20 years old, so you can't be too careful.

i figured out what that ""button was for". i have not been to see the car in person yet, i am going this saturday morning. so i am relying on pictures that he has sent me. And i asked him about that button and he said it was a light for an alarm system...the outside looks very clean(from the pictures) and he said it needs an egr valve
