Re: blower motor
Have you tried getting a replacement unit? Our heater blowers are getting old at this point and new replacement ones could be spinning a little faster now.

Re: blower motor
All right this is what I did when I did my A/C delete. I ordered an after market blower for a car with A/C. I had to make a little spacer because the squirrel cage was to deep. She really blows now, maybe just get a heavy duty replacement and see how that works for you.

Re: blower motor
The problems aren't with the motor.
1. Wiring is old. Old wiring leaves less voltage available to motor.
2. Ducts are press-fitted together WITHOUT gaskets. Over time, they come loose and air leaks. And what IS gasketed (heat duct on floor, gasket between bulkhead and heater box on both sides) tends to have the gaskets dry out after years of hot and cold, leaving more air leaks.
3. Heater core/evaporator could be clogged with the dust that gets sucked in from the cowl area.
New cars don't have any of these problems because they're not old yet.

Re: blower motor
Check the voltage available at the motor on HIGH with the connector off of the motor and compare it to the battery voltage.
Problem with the wiring is years of corrosion on the starter terminals (where the HVAC system gets its power from the battery) and that goop GM put in the connector that joins the engine harness to the HVAC harness (next to the heater core hoses, has a big fat red wire in it along with a couple others). Clean up the connections first to try to minimize the voltage loss. May also run a new ground wire from the motor to either the engine block or body.
You never mentioned anything about the A/C evaporator in the blower case... Do you not have A/C? If not, that's one less thing to get clogged.

Re: blower motor
Doesn't matter if the A/C works or not. ALL of the air entering the dash ducts still goes through the evaporator whether or not it goes through the heater core. Just to the right of the blower motor you have the evaporator. There are, I believe, 6-8 screws holding the top half of the case to the other half, which you remove to get at the evaporator. The blower motor side of the evaporator is probably clogged up. It may or may not have some sort of foam on it as well, which also blocks airflow and clogs (just like the filter in your home furnace). IDK if newer cars have the foam on the outside of the evaporator or not.
