Engine: SBC 350, mild cam Vortec heads
Transmission: Rebuilt 700R4 vette servo+shift kit
Axle/Gears: 3.73
Headliner
Has anyone had to pay to have a headliner board made? If so what did it cost you? Trying to figure out a ballpark of what it typically runs before I call around tomorrow.

Good luck finding someone to make a headliner board for you.
If you have the original it can be repaired and recovered.
Otherwise you will have to get one of the abs units. They are available from many vendors, but are all the same thing. They are of mediocre quality and fit.
Restored original is always the best way for these cars.
