91-92 hatch motor stuck down, hatch open

Late build automatic '91 GTA w/55K that we have inside at my work, has the 1991-92 style motor with dark brown plastics. Randomly noticed that the rear hatch was open (no idea who opened it or why), so I went to close it, and noticed that it wouldn't close, and that the motor assembly is stuck in the "down" position. Hatch release switch on the dash does nothing, turning the key in the cylinder (which turns freely as it should) does nothing, manually pushing down on the little black plastic reset arm inside the latch does nothing. ACC and LID fuses are both good, car is definitely in Park, but have also tried all the above in Neutral, no difference. Also tried disconnecting the battery for 2 min then reconnecting. If I manually flip the reversing switch, the cargo light comes on, but the motor still does nothing. Tried taking the reversing switch cover off and cleaning the contacts inside, no difference. Also tried swapping a known good reverse switch from my late build '91 RS, and the motor actually moved for a second, then stopped. Have not been able to get the motor to do anything since. I can hear the relay near the taillights click when the reverse switch contacts the motor, If I take the reverse switch off and put it back on.

Any ideas? Maybe the motor itself is dead? Things look okay with a visual inspection, but I wouldn't be at all surprised if one of my co-workers tried to slam it since none of the salesmen here known third gens.
