Mounting of the Rubber Deal at Door Bottom

Mounting of the Rubber Deal at Door Bottom

I am about to reinstall the door panel on my 1984 T/A after replacing the outside window sweep . What I need to know is how rubber seal mounts.
Do I install it flush to the door panel over the "barbs" of the pins on the panel tight against the panel OR do place it just mount it on the mounting pins so that it will be then flush against the door frame? Thus there can be two ways to mount the seal.. Which one is correct?

On my car these seals are installed against the door panel as you described.
