How do I remove this discoloration on plastic parts?

Can anyone share a safe way to remove this discoloration from the plastic parts on my car? It almost looks like mildew or something but doesn’t come off with normal washing. I don’t want to use something super harsh that could damage my paint. Any suggestions?

They look to be in fine shape, I don't reckon they need to be replaced. They may need to be removed and repainted though, almost looks to me like peeling clearcoat...
