Procharger is a brand name supercharger.
Turbo vs. supercharger debate has been discussed a lot here. Each has its own benefits. Best thing to do is search.
My personal preference lies with turbos.

Can you design and fabricate your own system? If so a turbo system may be for you. If you don't have access to even moderately decent facilities (read:welder) and have the skills to use them then such an option may not be for you. The advantage of a SC kit is that they're "bolt on and go" while a turbocharger system when properly implemented should have overall higher efficiency, easier to adjust boost levels and more access to aftermarket parts. (you're not stuck with a particular company when you want to upgrade)
