Parking brake problem

Car: 1986 Firebird
Engine: 305 V8 Currently being rebuilt
Transmission: 5 spd
Parking brake problem

I have an 86 Firebird with 4 wheel disk. The parking brake cables are brand new (so i know they're not seized) The part that they are attached to at the rear caliper has some surface rust, so I think that's why the parking brake is sticking. Just wondering if anyone has cleaned these parts before, or if you have to take them off the car to completely clean them???
