control arm steering stop?...or in box?

So my research so far has indicated that the steering box has the stops to limit wheel steer to avoid rubbing, however, i have read some say that there are stops on tho control arm that control steering stops.......and have even heard they are different from 15" to 16" rims. So do the control arms actually play a factor or is it indeed all in the steering box? The reason i am asking is i am upgrading from 15" to 16" wheels.
