How to make a car hook perfect
With the use of street legal tires.
Talking under 350 hp
Possible? And still be a daily driver with some comfort?
Just list the pieces needed please, don't have to go into any great detail unless you wish.

Axle/Gears: Ford 9"/31 spline spool/4.86
Lower the engine down to 100 HP and street tires will hook every time.
No suspension product in the world will let you hook up with street tires if the engine simply overpowers them.

Why are you so concerned about 100% traction? Fast cars can roast off a set of slicks if desired. The key is self control. You're asking the wrong question. You'd get much better results making a new post asking what suspension mods are worthwhile to help maximize traction on the street... if that's what you're after. That's the exact reason why the driver is important in a race. You could have a 500 Hp car stuck in the 13s if you can't throttle it properly off the line.

Also getting traction on the street and traction at the track are 2 different things. Trying to get traction on asphalt is hard. It's not a good smooth surface but has many pebbles and bumps which are slippery. The launch pad at a drag strip is a smooth concrete surface usually with VHT traction compound sprayed on it to make it more sticky. When a launch pad has over 1/2" of rubber built up on it the traction gets worse and the pad needs to be scrapped.
It is possible at 350 hp with an automatic, but will require drag radials/suspension components. Go with a tubular rear suspension, torque arm, correct torque converter, drag springs/shocks, no front sway bar and Nitto or preferably BFG DR's, and you should leave hard. My Formula only 217 has rwhp, but has cut a 1.89 and a bunch of <1.95 60' times. This is with a very mild converter (1800 rpm foot stall). This is in full street trim just like I drive it everyday with stock springs/shocks, and can probably duplicate that from a stoplight. All it has is LCA's, panhard, cheap converter and Nitto's.
