Mainly it prevents the steering box being stressed and cracking under repeated heavy loading. It's probably not really needed unless you're going to go fast round corners a lot.

Sorry thought you meant the brace on the front. The brace at the back is a must have. Doesn't it unbolt? Don't cut it.

the rear panhard brace strengthens the panhard mounts, specifically the passenderside drop mount. It is a needed part, without it the passengerside mount will flex and eventually fail. It does unbolt. IF you are cutting it because the bolts are siezed, ok, you can get another from a car at the junk yard, or here is sombody is parting out a car.
