Panhard bar brace
I know that I can not remove the panhard bar brace, what I want to do is relocate it down to the axle to allow room for true dual exhaust. I was hopping to build a bracket to lower it. I hope I explained it good enough.

The stock track bar brace won't reach to the relocated position. You'll need to either buy a track bar brace or made your own with a crook in it to clear exhaust.
From a function standpoint, it's preferred to leave the panhard in stock location at body side and drop the axle side an inch or so. But I understand you're wanting it for exhaust clearance.

It's not a "Panhard bar brace". It's a chassis brace, designed to keep the car from folding along the trans tunnel; that is, keep the upper spring pockets and shock mounts the right distance apart.

There is no "relocate". However, lots of companies that understand how these cars work make replacement ones, that give plenty of exhaust clearance. Might ought to look into one of those.
