does a throttle body spacer help performance that much, and about how much do they cost?

You will likely find a mountain of info on this topic by going to the search page and entering "Throttle" and "Body" and "Spacer". I'd search just the TBI board to begin with.
Welcome to the boards.
You will be suprised at the amount of info you find a bout all things Camaro.

I do not have a TB spacer, so can;t give you any 1st hand info, but I imagine it would help some, as long as hood clearance is maintained.

I have a Turbo City .5" TBI spacer and it did nothing. Save your money. I only got mine for one reason, and that was to rasie my open air element off of the distributor. I had clearance problems with the summit brand I bought. Plus your linkage will get a little out of wack and that requires some tweaking to bend it ina way so that it doesn't open your blades at idle. Just save your money.
