What exactly am i drilling out?

ok i have to modify my fuel pressure and im using https://www.thirdgen.org/newdesign/tech/tbi-afpr.shtml

as a guide, what exactly am i supposed to be drilling out? the thing thats recessed?

Yes, you are correct. Just find a drill bit that fits in that recessed hole, and drill it out until these 2 pieces fall out (the bottom ones in the pic, the screw and the plate, not the cover or spring):

No. Youd run the risk of damaging the threads on the spring seat if you tried to force it out through the back. Drilling is easier.
